Cost-benefit analysis of a licensing scheme for the gaming industry in Norway

In a recent study for the gaming industry in Norway, Menon shows that the introduction of a licensing scheme for online gaming would be economically profitable. An extended summary of the report is now available in English.
The analysis concludes that a licensing regime will be economically profitable compared to a continuation of today’s gaming monopoly. The most important reason for this is that a large part of the revenues from Norwegian gamers will disappear out of the country if the current gaming monopoly is upheld. By taxing a portion of this revenue through a licensing scheme, revenues to Norwegian society will rise markedly and more than compensate for reduced profits of Norwegian gaming companies.

The English summary for the report is available for download here.
