Cost-benefit analysis of a licensing scheme for gaming in Norway – Extended summary in English

In a recent study for the gaming industry in Norway, Menon shows that the introduction of a licensing scheme for online gaming would be economically profitable. The analysis concludes that a licensing regime will be economically profitable compared to a continuation of today’s gaming monopoly. The most important reason for this is that a large part of the revenues from Norwegian gamers will disappear out of the country if the current gaming monopoly is upheld. By taxing a portion of this revenue through a licensing scheme, revenues to Norwegian society will rise markedly and more than compensate for reduced profits of Norwegian gaming companies.
