Annegrete Bruvoll
Annegrete Bruvoll is an economist and partner at Menon Economics. She has a background from the Ministry of Finance, as a researcher and research leader at Statistics Norway, and as an advisor and partner at Menon and Vista Analyse. Her expertise lies in the areas of climate, environment, and socio-economic analyses within the transport sector. Over the past three decades, she has conducted research and assessments on policy instruments to regulate environmental damage and greenhouse gas emissions. In recent years, Annegrete has played key roles in Norwegian public investigations related to the transition to a climate-neutral and sustainable society. She has led framework agreements for both the Technical Calculation Committee for Climate and the framework agreement for calculations for the Climate Committee 2050 (NOU 2023:25), administered by the Norwegian Environment Agency and the Ministry of Climate and Energy, respectively. She is now Menon's leader in the consortium for the framework agreement on Climate and Environmental Knowledge Assessments for the Ministry of Climate and Environment. Annegrete combines her extensive expertise in climate and municipal governance to advise on projections and policy analyses in the municipal sector’s efforts to achieve climate goals. She has worked with municipalities on topics such as child welfare, benefit realization, and the economic and social development of municipalities over time. Annegrete has extensive experience in socio-economic analyses within the transport sector. She has been a key contributor to the Norwegian Public Roads Administration and Nye Veier in the development of recent National Transport Plans. She led the Toll Road Committee and headed Menon’s work in the Research Council of Norway-funded innovation project, KlimaVei, which developed tools for systematic climate adaptation in the road sector. Annegrete has participated in several boards at the Research Council of Norway, in evaluation committees for research programs in Norway and the EU, and was a member of the Generalist Municipality Committee and the Gjerdrum Committee. She was also a co-author of the 2014 main report of the UN Intergovernmental Panel on Climate Change (IPCC).
