On behalf of Innovation Norway and the Investment and Development Agency of Latvia (LIAA), Menon Economics has conducted this analysis on the development of the hydrogen industry in Norway. The purpose of this analysis is to highlight key early-stage learnings from Norway’s efforts to develop a hydrogen industry from its infancy. These lessons will be applicable to early-stage developments of the entire value chain in Latvia. In this analysis, we place particular emphasis on small to medium-scale hydrogen production and use cases.
