Evaluation of Organisational Aspects of Norwegian Aid Administation
This evaluation provides a thorough description of the evolution, current state and Outlook of Norway’s aid administration with particular focus on embassies. Rather than focus on normative notions such as aid efficiency, it examines changing roles and responsibilities over the past fifteen years and likely developments in the future.
Menon, together with NCG has evaluated the the division of labour between home and abroad. The evaluation shows that the embassies have had a less central role than previously. We find that cooperation works well at an overall level, but there are challenges associated with lack of expertise in aid administration in the Ministry of Foreign Affairs. Menon recommends a specific career path for aid administration in order to strengthen the expertise in the future.
