Tonje holds a degree in Economics from the University of Oslo and has been employed at Menon since August 2020. She has previous experience from the Railway Directorate and has taught Economics at both the University of Oslo and Kristiania University College.

At Menon, Tonje specializes in economic cost-benefit-analysis and evaluation. Within economic cost-benefit-analysis, Tonje has experience with both smaller, simplified analyses of specific issues and large, complex quality assurance projects. In recent years, Tonje has been involved in several method and model development projects, particularly where non-priced effects need to be identified and described in a professional manner. Tonje has also been involved in numerous evaluations and has extensive knowledge of the evaluation framework, including the OECD-model.
